Membership
Options
All members come under two main
classifications Ordinary and Associate Members.
- Ordinary Members
Any individual, partnership or company may
make application to become an ordinary member of the association
and may be accepted by a majority vote of the Executive Committee
and upon payment of all current membership dues are subject
to the following criteria;
- the applicant actually and legitimately
operates (or offers) organised tours and / or tour guide
services in a defined district, province or region of
Papua New Guinea, or nationwide.
- the applicant has their registered office
and the headquarters of their business operation in Papua
New Guinea.
- the applicant holds all required business
registraions and licenses; the minimum requirement being
the registration of a business name with the Investment
Promotion Authority.
- the applicant is known to be in good
standing with former clients, the Tourism Promotion Authority,
and the PNG travel and tourism industry in general.
- the applicant complies with, or has the
capacity to comply with, the minimum operating standards
set forth by the Association. Notwithstanding, the executive
committee of the Association may refuse any applicaiton
for membership, if the committee feels that acceptance
of the applicant as a member would be predudicial to the
best interests of the association.
Ordinary members must continue
to conform to the minimum operating standards as shall be
promulgated by the Association from time to time which shall
at the date hereof be those as set out in Appendix II in
the constitution, and a breach of which shall be grounds
for caution, or expulsion from the Association.
- Associate Membership
Any individual, partnership or company may make application
to become an associate member of the Association and may
be accepted and approved by a majority vote of the Executive
Committee and upon payment of all current membership dues,
if the applicant meets any one of the following criteria;
- the applicant actually and legitimately
operates ( or offers) organised tours and/or tour guide
services in a defined district, province or region of
Papua New Guinea, or nationwide and otherwise meets
the criteria for ordinary membership except that their
registered office and the headquarters of their business
operation is located outside Papua New Guinea
- the applicant is an aspiring or new
tour operator not yet meeting the minimum operating
standards set by the Association in Appendix II and
subsequent amendments but actively working towards compliance
with these standards.
- the applicant does not actually operate
tours or provide tour guiding services but is a private
enterprise providing associated services to the tourism
industry including (but not limited to) accommodation,
transport, catering and marketing services.
Associate members may attend general meetings but shall
not move, or vote on, any motion. Notwithstanding, associate
members may seek leave from the Chair to speak on any
subject before the meeting.
An Associate member shall not be eligible to serve on
the Executive Committee.

We are an association that focusses on tour operations in
the country and are committed to supporting our members by
providing up to date information on the industry ad referrring
potential clients to our members.

Promotion And Exposure
we offer opportunitites for our members to showcase their
products on displays at local (e.g. Lukim PNG Nau) and international
(e.g. Bula Fiji Travel Exchange) travel shows. We provide
user-friendly information on marketing and promoting. Being
a member you have an excellent change of meeting, networking
and interacting with other members of the association and
other tourism sectors. Members also have the opportunity to
link to the official website of PNG Tourism Promotion Authority
(PNGTPA). (Refer to Requirements for Linkage under the MINIMUM
REQUIREMENTS)
- Products and Services
Our Network has cost-saving products and services that offer
easonable discounts to members on request through TOAPNG via
PNGTPA.
- Advocacy and Lobbying
As a strong voice for our members our objectives focus on developing
the tour industry in Papua New Guinea (PNG) and communicate
our position on issues affecting our members sector or business
through PNGTPA and Papua New Guinea Tourism Industry Association
(PNGTIA) meetings. We have a voting right PNGTIA executives
through our elected representative.

Growth & Development and
Cooperation & Partnership
We focus on issues affecting our members' business growth
and development through training in areas that are relevant
to their businesses, assisting members to source project funding
through PNG TIA and PNGTPA or rhrough sourcing donor funding
through PNGTPA to develop specific projects for interested
members.
We collabourate and partner with PNGTIA and PNGTPA to create
a strong foundation to develop tour industry in PNG. Through
PNGTPA we connect with top business, goverment and donor fudning
agencies from around the region to assist with project development
fudning, training, workshops and other relevant issues in
the tourism industry.

Minimum Requirements
TO BECOME A MEMBER OF THE TOUR OPERATORS ASSOCIATION
OF PNG, YOU MUST HAVE COMPLETED THE MINIMUM REQUIREMENTS & FURNISH
THE RELEVANT DOCUMENTATION AS STATED BELOW:
- Copy of IPA certificate of registration
- Permanent address, phone, fax, email and website address.
Website must certify the requirements for website linkage to
TPA’s website. (Refer to Requirements for Linkage)
- Specify type of tours
- Must have a reliable tour vehicle, equipment list and safety
procedures
- Copy of details of directors and shareholders
- Must have minimum of 2 trained staff
- Copy of public liability cover
Submit Duly Filled Application Form With:
1. Copies of all the documents listed above
2. Copy of payment/deposit slip
3. Company Profile
All application forms submitted are given to the Executive Committee
to be screened. Only accepted applicants will be given membership
certificate with a membership number. If your membership is not
approved by the committee you will be given further 3-6 months to
complete all requirements before you are given a membership certificate
and number.
REQUIREMENTS FOR LINKAGE
The requirements are set in order to protect the Associations and
its members and to maintain the integrity of the TOAPNG website
as the leading source of information for Tour Operations in Papua
New Guinea.
- The operator must meet the Minimum Requirements set by the
TOAPNG
- The operator requesting to be linked should have a World
Wide Web (www) presence. Should already be on internet
- The website must contain a most recent contact detail where
the Operators can be contacted. The following is a MUST and
has to be included in your contacts;
- Office Location
- Postal Address
- Phone and Fax
- Email Address
- The website must be updated occasionally so as to avoid providing
outdated information to customers
- For use of logos and pictures/images refer USE OF LOGOS and
USE OF PICTURES/IMAGES below.
USE OF LOGOS
To avoid any misrepresentation, associations and
affiliated members are to adhere to rules set below in reference
to use of corporate logos.
- Only affiliated members will use logos of associations with
which they are affiliated to hence TOAPNG members use TOAPNG
logo, PNGTIA members use PNGTIA logo etc but within reason and
that permission is sort prior to use.
- TPA Logo will only be used by associations that are funded
by TPA such as PNGTIA, TOAPNG, SAPNG and PNGDA.
- In cases where TPA or any of the associations above are a
sponsor, the logos will be used for that purpose only e.g. PNG
Game Fishing Association, which TPA supports for hosting National
Game Fishing Titles at nominated Game Fishing Clubs in the country.
USE OF PICTURES/IMAGES
To avoid breach of copyright laws, associations and affiliated members
are to adhere to rules set below in reference to use of pictures
and images.
- Pictures/images used on all forms of media (print, TV, brochures,
internet etc) for promotion, marketing and awareness purposes
should be authentic and must belong to you
- In cases where pictures used belong to TPA, associations or
other members must always sort consent or permission in writing
before using the picture/image
- In cases where pictures used belong to independent artists
and photographers always sort consent or permission in writing
prior to use

MINIMUM STANDARDS
Minimum Standards for local tour operators who are members of the
Association.
- Tours shall be led by a guide who speaks fluent English, is
familiar with the history of the local area and has a current
first aid certificate
- Tours conducted by members shall provide services as advertised
and accepted in advance by the client
- Members shall make timely payments on accommodation providers,
transport operators, tour guides etc for services provided and
to landowners for site fees as due and charged
- Members shall provide guides with basic training whether conducted
internally or externally, or otherwise employ guides and tour
assistants who have received such training
- Members shall maintain a schedule of written instructions
for tour guides and assistants to adhere to in respect of standard
tour operation procedures and emergency procedures.
- Members shall maintain two bank accounts in the business name
of the tour operator. One account shall be designated as a trust
account for safekeeping of Nett tour content funds and the other
shall be designated as an operational account. Client funds
will normally be deposited in to the trust account and the calculated
profit margin shall be transferred into the operational account
for expenditure on overhead costs. Nett tour content funds in
the trust account shall be disbursed to service providers at
the time of conducting the tour. Nett tour content funds will
not be expanded on overhead costs prior to conducting the tour.
